Part of the Telia Sonera group, Lithuanian operator Telia was one of the first operators in Europe to offer LTE mobile internet services. As such they are aware of the impact that LTE has on data usage in that subscribers can benefit from a richer customer experience for multimedia content such as video. This can lead to an increased demand for more data centric products and services and also the potential for subscribers to use up their monthly data allocation quicker than before. Telia wanted to ensure that they could maximize high speed data revenues by being able to ensure that new products could be quickly configured in BSS (business support systems) to enable fast time to market. They also wanted to proactively upsell new data blocks when a customer uses up their monthly bundled data allowance.

- Provide automatic notifications and renewals of data allocations
- Enable BSS to support development and roll out of new products and services with rapid plan development using tables and rules in the Evolved Charging Suite
- Have the flexibility to quickly develop new pricing plans using rules based rating tables
